On 22 July, within the scope of summarisation of the results of the activities carried out by the Compulsory Enforcement Service in the first semester of the year 2022, the senior administration of the Service, headed by Chief Compulsory Enforcement Officer Sergey Meghryan, visited Shirak Marz Division to get acquainted with the process of organising the activities of the Division and the existing problems on the spot.
During the working consultation, Head of the Shirak Marz Division Tadevos Vardanyan reported to the Chief Compulsory Enforcement Officer on the activities carried out by the Division in the first semester of the year 2022, touching upon the number of proceedings dismissed and completed in the reporting period and the ratio of the number of dismissed and completed proceedings to the number of proceedings instituted or resumed in the reporting period, underlining that the number of enforcement proceedings instituted by the Division has increased compared with the same period of the previous year. In his report, the head of the Division also noted that the ratio of the amount subject to confiscation to the amount actually confiscated within the scope of enforcement proceedings has improved in the reporting period, and the specific weight of dismissed proceedings has improved among the number of enforcement proceedings processed in the same period.
While discussing the current issues related to the activities of the Division, the Chief Compulsory Enforcement Officer particularly touched upon the problem of ensuring proportionate distribution of labour among the compulsory enforcement officers of all the divisions of the Service. According to him, the correct and effective organisation of the daily activities of certain divisions and certain compulsory enforcement officers of the Service will be directly comparative to the increase of effectiveness of the activities of certain compulsory enforcement officers and the whole Service, to further improvement of the indicators that continue to improve, as well as will ensure implementation of an objective and results-based system of evaluation of the work of certain compulsory enforcement officers.
The inevitable need for participation of a debtor in the enforcement actions before a compulsory enforcement officer declares a search against the debtor and the request to make expediency of search a topic for serious discussion were particularly stressed. Also importance was attached to the ongoing activities being carried out to improve the quality of services for citizens and the communication between a compulsory enforcement officer and a citizen.
The electronic tools introduced in the Service, particularly the advantages of working with the new electronic tool for automatically distributing among claimants the amount confiscated within the scope of enforcement proceedings and the opportunities for further improvement of the electronic tool were touched upon during the meeting.
When the consultation was over, the Chief Compulsory Enforcement Officer gave certain assignments for improving the indicator of the ratio of amounts subject to confiscation to actually confiscated amounts, contributing to the reconciliation of the parties to enforcement proceedings and taking active and practical steps to ensure observance of the periods of expert examination designated within the scope of enforcement proceedings.
The senior administration of the Compulsory Enforcement Service also toured the administrative building of Shirak Marz Division located in Gyumri, got acquainted with the building conditions and the improvement works done.
