On May 5, the Compulsory Enforcement Service of the Ministry of Justice of the Republic of Armenia marks the 27th anniversary of its establishment and the Professional Day of the Compulsory Enforcement Officer.
On this occasion, a solemn ceremony was held today at the administrative building of the Service, attended by Minister of Justice Srbuhi Galyan, other officials, senior leadership, and officer staff of the Service.
The ceremonial event, dedicated to the 27 years of the functioning of the Service and the Day of the Enforcement Officer, began with the screening of a video highlighting the image of the enforcement officer and the important mission of the profession.
In her congratulatory message on the occasion, Minister of Justice Srbuhi Galyan emphasized:
“The enforcement officer is the protector of our rights, a contributor to justice, and a defender of human rights. The mission of the enforcement officer must be directed toward serving the citizen. I hope that in performing your duties, you are guided by the most important principle—the proper protection of the rights of the citizen.
Today, the Compulsory Enforcement Service can be said to have entered a new stage of development. This means we must move away from the outdated stereotype in which the Service was once perceived as a punitive institution. It is time to dismantle that image and truly be seen as an institution that protects rights.
It is essential that each of you demonstrate human values when interacting with citizens to help form the perception we wish to create together.
A new stage means a new level of innovation. In this digital age, we must grow and continue to educate ourselves. I commend all those who embrace the new reality and digital tools. I hope the digital system we are developing will make our work easier.
It is also worth emphasizing that you represent the final link in the chain of justice.”
In his congratulatory remarks to the staff, Chief Compulsory Enforcement Officer Siro Amirkhanyan highlighted the importance of the Service’s motto and praised the dedication and responsibility of the staff:
“The law cannot be truly effective if there is no force capable of enforcing it. These are not just words—they represent an entire philosophy of silently but decisively upholding the law. Without this, people’s rights would remain theoretical, imaginary, and unreal.
For me, the best evaluation of your work is your unwavering commitment, professional approach, high-quality teamwork, and above all, our shared intolerance toward corruption. I am confident that by adhering to principles, professional responsibility, and striving for strong, mature public institutions, we will achieve new and important accomplishments for the benefit of our country and citizens.”
The holiday was also marked by an oath-taking and official ID certificate ceremony. The newly appointed enforcement officers solemnly swore to remain faithful to the laws of the Republic of Armenia, protect the rights of individuals and citizens, and conscientiously serve the people.
On the occasion of the Professional Day of the Enforcement Officer, several employees who had fulfilled their duties with exemplary diligence received awards and commendations.
P.S. The Compulsory Enforcement Service of the RA Ministry of Justice was established on May 5, 1998. In 2013, the Armenian Government designated May 5 as the official Professional Day of the Enforcement Officer.
