On 24 July, a reporting meeting headed by Chief Compulsory Enforcement Officer Arsen Mnatsakanyan was held at the administrative building of the Compulsory Enforcement Service, during which the results of activities carried out by the Service in the first semester of 2023 and reports on key measures were summed up. The meeting was attended by the management staff, heads and deputy heads of the central body and subdivisions, Yerevan City and Marz divisions and units of the Service.
Head of the Division for Inspection and Analysis of the Compulsory Enforcement Service Vahram Yenokyan delivered a report. According to the indicators recorded in the semester, the performance indicators of the Service improved in several areas during the reporting period, as compared to the indicators of the previous year. The amount of sums levied in execution in favour of claimants in enforcement proceedings, number of enforcement proceedings dismissed, in particular the number of enforcement proceedings dismissed in June exceeds the number of completed enforcement proceedings. 96 per cent of dismissed enforcement proceedings were dismissed on the ground of actual enforcement. The amounts of enforcement expenses levied and transferred to the State Budget also increased. As a qualitative indicator, it was observed that as compared to the same period of the previous year, the number of complaints addressed to the Service decreased by more than 17%, the number of repeat applications also decreased.
According to the agenda, Secretary General Ashot Avagyan, Deputy Chief Compulsory Enforcement Officer coordinating the digital sector Gagik Harutyunyan, Assistants to the Chief Compulsory Enforcement Officer Varduhi Petrosyan and Larisa Harutyunyan, Head of Legal Division Gohar Mkrtchyan delivered reporting speeches.
The speakers reported on activities carried out in the sector of staff management, logistics supply, construction works planned and performed, referred to the continuous process of digitisation of the compulsory enforcement sector, electronic exchange of information with partner institutions under the enforcement proceedings, improving the quality and effectiveness of the service of citizens, legislative reforms and legal support, as well as the actions provided for and implemented under the 2022-2026 Strategy for Judicial and Legal Reforms and the 2021-2026 Action Plan of the Government, the issues related to the effectiveness of raising public awareness thereof. It was recorded that accepting group payments, as well as payments via payment and settlement terminals for 24 hours a day also significantly reduced the service time of citizens, service queues decreased.
The results of the studies, inspections and official investigations of the Control Department of the Ministry of Justice were also discussed. The Chief Compulsory Enforcement Officer gave respective assignments to fix the work-related omissions recorded, and to improve the quality of work organisation.
Summing up the results of the activities carried out by the Service in the first semester of 2023, overall, the Chief Compulsory Enforcement Officer assessed as positive the work performed by the Service in the reporting period, adding that they have a lot to do in the near future which must be carried out properly and conscientiously.
