From 11 to 12 August, Chief Compulsory Enforcement Officer Sergey Meghryan held an outgoing consultation at the Syunik Marz Division of the Compulsory Enforcement Service; among the participants were the administration and the heads of the Marz Division and units.
The aim of the regional visit was to get acquainted with the organisation of activities of the Division, the existing issues and the indicators of performance of the Division in the first semester of the year 2022 on the spot.
During the working consultation, Head of the Syunik Marz Division Artur Martirosyan presented to the Chief Compulsory Enforcement Officer the brief report on the activities the Division carried out in the first semester of the year 2022, and he particularly reported on the number of proceedings that were dismissed and completed in the reporting period and the number of enforcement proceedings that were instituted and resumed in the same period, as well as the ratio of the amount subject to confiscation to the amount actually confiscated under enforcement proceedings. The Head of the Division underlined that the ratio of the indicators of these two groups has improved during the first semester of the year 2022.
In his report, the Head of the Division also touched upon the issue of staffing, noting that there are several vacancies in the Division and that organising regular activities of the Division becomes significantly difficult in such conditions. While reporting other problems associated with the activities of the Division, Artur Martirosyan also talked about the absence of an area for parking and protection of vehicles seized during enforcement actions in Syunik Marz and the need for a solution to this problem.
While discussing current work-related issues, the Chief Compulsory Enforcement Officer attached special importance to the need to increase effectiveness of the activities of the Service, noting that this demand is equally applicable for all structural circuits and all officers of the Service, and underlined the importance of ensuring proportionate distribution of labour among compulsory enforcement officers with respect to achievement of this goal. A number of other issues were also considered, including issues on response to the applications and complaints of citizens within the prescribed period and through the appropriate procedure, ongoing improvement of the quality of communication between compulsory enforcement officers and citizens and consistent observance of internal disciplinary rules on the part of officers of the Service.
The need for observance of the periods prescribed for execution of certain enforcement actions and rendering decisions within the scope of enforcement proceedings on the part of compulsory enforcement officers was particularly stressed.
In Goris the senior administration of the Service also toured the renovated building allocated to the Marz Division and was introduced to the new conditions and logistics equippedness of the building. It was stated that the problems that were listed during the previous visit are almost fully resolved.
When the consultation was over, Sergey Meghryan gave assignments, the proper implementation of which will contribute to the increase of effectiveness and the ongoing improvement of the result-oriented indicators of not only the work of certain divisions and compulsory enforcement officers of the Service, but also the activities of the Compulsory Enforcement Service as a whole.
