New web system in the Compulsory Enforcement Service: The toolset introduced jointly with the State Revenue Committee to increase performance efficiency, to save work time

A new software system (a web platform) for electronic submission of administrative acts being submitted by the State Revenue Committee to compulsory enforcement has been introduced in the Unified System for Electronic Management of Enforcement Proceedings through the co-operation between the Compulsory Enforcement Service of the Ministry of Justice and the State Revenue Committee.

The new web system enables the State Revenue Committee to not only submit administrative acts to compulsory enforcement electronically, with digitised data subject to automatisation, but also as a claimant, to track the progress of enforcement proceedings, become familiar with all decisions and all materials attached to the enforcement proceedings.

One of the components of the introduced system also enables the compulsory enforcement officer to check on-line the balance of penalties and fines involving calculations of percentage in enforcement proceedings initiated under administrative acts submitted by the State Revenue Committee to compulsory enforcement which will raise the performance efficiency.

Another toolset of the web programme allows the State Revenue Committee to immediately enter into the system the information on obligations paid through direct repayment method.

This web system will significantly raise bilateral performance efficiency, save considerable work time which was allocated to exchange information on direct repayment or calculated interests. As a result of working discussions, hardware and software capabilities of the system will be constantly expanded.

The discussion has been organised by the Council of Europe “Support to the effective execution of the judgments of the European Court of Human Rights in Armenia” Project funded by the Human Rights Trust Fund and implemented within the scope of the Council of Europe Action Plan for Armenia for 2023-2026.
