Pursuant to today’s decision of the Government on extending the state of emergency, the Compulsory Enforcement Service will not apply attachment and levy of execution also on the monetary funds that natural and legal persons have provided to citizens as support.

The monetary funds provided gratuitously after 16 March 2020 in order to prevent the emergence of social issues in consequence of the coronavirus or to neutralize (overcome) the consequences of the coronavirus will be considered as support.

According to the decision, information on the mentioned monetary funds are provided to the Service by the Ministry of Labour and Social Affairs, taking as a basis the information received from the state body involved in the process of determining the scope of beneficiaries for support or the person providing support — information on the purpose of the support, scope of beneficiaries, the support provider, as well as the account from which the monetary funds have been (will be) transferred.

We urge the individuals and organizations having provided financial assistance to natural persons after 16 March of this year to submit the relevant information to the Ministry of Labour and Social Affairs in a short period of time.

Let us also remind that, pursuant to Decision of the Government No 555-N of 23 April 2020, the Compulsory Enforcement Service does not apply attachment and levy of execution to the monetary funds provided to natural and legal persons as support after 16 March 2020 within the scope of the measures for neutralization of the consequences of the coronavirus.
