From 18 to 29 July, within the scope of summarisation of the results of the activities carried out by the Compulsory Enforcement Service in the first semester of the year 2022, Chief Compulsory Enforcement Officer Sergey Meghryan held several working consultation-meetings with the heads and deputy heads of the divisions and territorial subdivisions of Yerevan City of the Service. The Deputy Chief Compulsory Enforcement Officers co-ordinating the activities of the divisions were also present.

Separate reports on the main activities carried out by the Compulsory Enforcement Service in the first semester of the year 2022 were considered.

The heads of divisions reported the results of activities carried out by their respective divisions in the reporting period, the recorded indicators, the current problems of the respective divisions and the proposals for solutions to those problems.

During the consultations, the Chief Compulsory Enforcement Officer gave a number of assignments for ongoing increase of effectiveness of the regular activities of the Service. The Chief Compulsory Enforcement Officer particularly gave instructions for radical improvement of the quality of services provided to natural persons and of the indicators of actual enforcement of judicial acts rendered in favour of natural persons, ensuring execution of immediate enforcement actions under enforcement proceedings for securing a claim and reporting on the results to courts, revitalisation of actions for actual enforcement of judicial acts, ensuring completeness of enforcement actions carried out under proceedings and for exclusion of the practice of completing enforcement proceedings without sufficient grounds, including in all the situations on the ground of declaring a search against the debtor natural person when the proceedings could have continued in the absence of the debtor.

The priority requirement to ensure oversight over and organisation of the process of responding, within an appropriate period, to applications and complaints addressed to the Service was stressed.

The issues related to improvement of the methodology for the individual performance evaluations of compulsory enforcement officers and the circulars and assignments given during the semester were also considered during the consultation-meetings. Special importance was attached to ensuring correction of the shortcomings and omissions detected during the study by the Control Department of the Ministry of Justice, as well as proper fulfilment of the official duties of compulsory enforcement officers, improvement of their professional knowledge, elimination of the reasons that lead to disciplinary violations and the conditions contributing to them and consistent work for the strictest observance of the requirements of the legislation.

Summing up the results of the activities carried out by the Service during the semester, the Chief Compulsory Enforcement Officer positively assessed the indicators recorded as a result of the activities of the divisions which may be further improved through consistent work and a sense of responsibility.
