From 16 to 23 July, Chief Compulsory Enforcement Officer Sergey Meghryan held a number of working meeting-consultations with the senior staff of the Compulsory Enforcement Service, the heads of the subdivisions of the Central Body, Yerevan City Division and Marz Divisions, during which the reports on the activities and the main actions carried out by the Compulsory Enforcement Service in the first half of 2020 were presented and discussed.
The heads of all the divisions of the Service reported the results of activities carried out within the scope of enforcement proceedings, the actual problems faced by divisions and the complex actions aimed at solving them. In particular, special attention was paid to the process and results of enforcement proceedings during the state of emergency declared in the country due to the coronavirus pandemic, as well as the actions aimed at preventing the spread of the pandemic.
It was noted that the number of electronic/on-line applications sent by citizens to the Service has increased since 16 March, comprising 3432.
The number of phone calls received via the “Hotline” of the Service has also increased during the state of emergency. Nearly 21142 phone calls have been processed; there were 11695 more phone calls compared with those received in 2019.
The actions performed under enforcement proceedings instituted after 14 April on the basis of 92.994 administrative acts of road police and 8893 administrative acts of local self-government bodies that became unappealable in the reporting period, have been suspended, in regard to which attachments were not imposed on the monetary funds and properties of the debtors, there was no levy of execution. It was reported that necessary preparatory works are being carried out to resume the specified proceedings after state of emergency is lifted.
Attachment and levy of execution have not been applied on monetary funds provided as assistance to natural and legal persons from the funds of State Budget after 16 March 2020 within the scope of the measures for neutralisation of the consequences of the coronavirus, as well as on monetary funds provided as support to citizens by natural or legal persons.
Overall, it was reported that, in the reporting period, the Service has processed 698636 enforcement proceedings, which is 92566 more compared with the same period of the previous year.
The existing problems with electronic document circulation between the Service and state and local self-government bodies were presented, the activities and projects aimed at improving the quality and increasing effectiveness of services provided to citizens, the omissions and shortcomings to be fixed immediately and in the medium term were discussed during the consultation-discussions.
Among other issues, the activities being carried out by the Service for development of the IT sector, improvement of the legislation on compulsory enforcement, strengthening of international co-operation and proportionate development of the Yerevan City Division and Marz Divisions of the Service were also reported.
Summing up the results of the activities of the Service during the first half of the year, the existing problems were recorded, and the Chief Compulsory Enforcement Officer gave relevant assignments in order to increase effectiveness of the regular activities of the Service and improve the quality of services provided.
